fare: (noun) fee for transportation, a selection of food; (verb) achieve a level of success
fear: (noun) feeling of imminent danger; anxiety; concern; (verb) to be afraid; to expect danger, unpleasantness; to revere
“No fair” is something children might say when they don’t get what they want.
“No fear” is what someone might say to another (or oneself) to encourage them to be brave.
“No fare” might be said either when there is no cost for transportation or when one doesn’t have the money to pay. It might not be a less common situation, but it is definitely a less common expression.
